If it had been raining when I took that screen shot, there would be drops of rain that appear to be hitting the inside of the screen & then a wiper clears them off. It is great fun to play with, but it's an outrageous memory hog so I generally run it with the static icons to save memory.
There is a icon weather set for TF also (it is probably posted in this thread somewhere) that also has a moving wiper.
