thats sensor lock. it has an option to lock the touch screen once your device starts ringing. its useful so you dont answer the device when taking it out of your pocket. and you dont hit buttons with your ear/face.
the only down side is you have to use the hardware answer and end keys as the touch panel is locked.

I tried using sensor lock; I got too confused, pulling out the phone from my pocket, try to remember to which side to flip, and then picking up the call.
Missed too many phone calls.
The SDK is available sadly I’m not a development in the PPC environment.
I don’t think it’s complicate to use the light sensor SDK instead the movement sensor or the pen sensor, just need one of our great developer to step up, I’m ready to donate a beer or two..
