thats sensor lock. it has an option to lock the touch screen once your device starts ringing. its useful so you dont answer the device when taking it out of your pocket. and you dont hit buttons with your ear/face.
the only down side is you have to use the hardware answer and end keys as the touch panel is locked.

Damn I can't believe that there's no registry hack that does this. Has HTC/MS not thought of this? Not trying to start a war here, but I'm just innocently asking, does the IPhone's screen lock on call?
