OK i think we have figured out this issues after talking to mike last night.......

1st scenario-- if device is powered on before being activated the device will be programed with default htc/sprint programming and custom user profiles will not be added to the device. IT looks to be able to fix this you can either do the fix found about with changing data profile and such or you could just do a ##786# -- master reset msl will be needed and it seems the activation token will be reset and this would allow u to activate properly.i have not personally tested this so if someone could test this thats device didnt work properly to begin with it would be helpful....ive also noticed another issue it seems that if u power on the device before u activate it clears a token or something on sprints network which wont allow u to activate the device online not sure if this is true or not but everyone i talked to that said they couldnt activate online had powered the device on prior to activating.

2nd scenario-- if device is never powered on and activated either online/over the phone it looks as if the device has a complete shut down while running customizations then boots up and does the hand free activation with sprint and everything seems to work well.
