this is stuff i had already tried. i thank you very much for your response though.
the odd thing is that as soon as i flashed the ROM, installed cab, i sent myself a picture mail from the picmail web site. i received the picture right away. so i opened PIC mail ( this is the first time i opened it) it configured my device. ever since it "configured my device" i have not been able to receive picmail, but i can send it just takes a long time
