Yes, it polls the towers more often. At the default setting of 2 your phone will poll about every 2.5 seconds. At 0 it will poll about every 1 second.

I have never noticed any noticable change in battery longevity when doing this now or in the past (on both of my HTC Touchs and also my Mogul).

Technically, I would think it would help you from missing calls because you are registering the call quicker, so therefore the phone will ring quicker, and therefore you miss less calls.
