I'm not sure if it was PCP itself or if it was having some sort of conflict with another program, but I found that it did the same thing no matter where I stored my ringtones. It was worse on the sd card, but not much.
Another thing that makes a difference is the size of the ringtone file and the rate it was recorded in. I try to avoid anything over 100Kb & 32Kb/s.
I use the hack that was referred to above and find that it makes a significant difference. It's called the SCI [Slot Cycle Index]- requires you to have your MSL and be comfortable doing a little tinkering with settings that could really screw things up, but if done correctly makes a nice difference.
