I did these 3 things and activesync has not opened on it's own Since:

1.Settings-Personal-Phone-Services (Time synchronization) tap Get Settings- uncheck "time synchronize with mobile network automatically"
"This alone used to prevent activesync from auto opening for me, but not with the Newer ROMS"
2. - Open Active Sync
- Tap the menu tab/soft key and tap "Add Server Source"
- Click on "Menu" and select "Configure Server..."
- Enter false info in the server address / user name / other details
- Click on "Menu" and select "Schedule..."
- In BOTH drop-down menus select "Manually"
- Click on "ok" and then close Active Sync.
- Make sure Active Sync is closed and see if it comes back to life.
After you verify that Active Sync didn't re-open itself - you may then go back and delete the "false" server you entered before. You may do so by:
-Click on Menu and select "Oprions..."
-Hilight "Microsoft Exchange" and click on "Delete"
-Click "Yes" to confirm deleting this server
3. Open Task manager from Programs menu. Click on CPU usage, then select notifications in the dropdown box. Find the repllog.exe notification that mentions "AppRunaftertimechange." Click on this and Disable this notification by tapping the Blue symbol with the red dot at the bottom.
"This step may not be needed as I didn't do them in this order. In fact, step 1 may not be needed either, but my active sync quit popping up so I am done tinkering with it."

I take no credit for these fixes as I found them on various sites, including this one and xda. Hope it helps someone!
