If you look at the current file from the altell rom, it has dialer stuff in it. The new(from 2006) dll has battery icons in it. I think the contents of that file may have changed a bit since January of 2006.
I know the OEM's from the kitchen replace the windows wait cursor with mortscript. I'm thinking your dealing with a file from an older version of windows...
