Right, there's no over-writing the registry entry. It won't stick.
However, you can grab a copy of \Program Files\MS Voice Command\vcbthag.dll (or \Windows\vcbthag.dll if installed from OEM), rename it to oemagw.dll and overwrite \Windows\oemagw.dll. Works fine and survives soft reset.
