Works fine on mine. I had the exact problem you have. It should be type 4 originally fyi not 0. Type 5 means that it has priority over anything and so therefore will have no scroll bars. Also, you have to soft reset after you make any registry changes. So, set it to 5 and soft reset. Also, make sure you don't have any Today plugins active above it in the Today options menu.

PS. You are making sure you have the size of UL set to equal to or less than the available size on your Today screen right? Should be ~292 if you have removed your bottom soft buttons bar or ~260 if you haven't.

This really is the solution.
