We have that - sprint TV etc is available on many consumer handsets that are not smartphones. FYI japan also broadcasts over digital - analog is a waste of frequency spectrum, as you get higher quality on digital without using anywhere near the amount of frequency. Consider the difference between analog and digital cell phones.
