I don't think the "+" does anything special, it's just the standard way to write the country code for a phone number. On my old phone (with Rogers) all incoming international calls were prefixed with "+" in front of the country code, but so far I have not received these types of calls on my Diamond so I have no clue if it will do it.

It's fair to note though that the stock Telus ROM had no issues with the "+" prefix for phone number.
