It has been approved by the FCC for a couple of months now... Also they could certainly have submitted the approval request earlier... Other countries have similar regulating bodies anyways....
It takes time to get a good version and get a stock of phones built on a different network technology all the while coordinating between sprint, HTC, etc.... Sure 4 months sucks but HTC has (for good reason) been more focused on getting phones out in other countries. It doesn't pay as much to release in the US right now with the exchange rates...
