I had the same problem with MMS. Saridnours suggested adding Cert_SPCS.CAB, Customize_SPCS.sa.CAB, and IOTA.sa.CAB.
When I added PP_IOTA_v1_10_Apache_206300.sa.CAB and the Cert_SPCS.sa.CAB MMS worked fine.
If you do not have the files they are located in the ExtROM cabs sticky in the index of this forum.
