This is built on the official 6.1 rom for the vogue, so all of these should work for you. As far as I know, nothing that I've used to create this has any kind of localization unique to the US.
As far as my contacts manager goes, I'm currently using iContact Bart edition 6.3.2 (beta) located
here.
