Actually, this must only update the IP for cellular locations.
There is NOTHING that can tell your phone where to "look" for satellites and find them faster. GPS sats are geostationary from what I remember. IF anything, the IP address give you a cellular location lock, which then provides a warm-start instead of a cold-start for the GPS received. (A good comparison for this is if you own a regular receiver, turn it off and drive 50-100 miles, it takes much longer to lock onto a GPS signal than if you turned it off, and only drove 2 miles.... as it still has in it's cache some of the locational info to start up on).
