In order to recover my device from letting Bell customzations run, I flashed to NFSFAN's Sprint rom, ran the ##786# phone code to reset network settings, then flashed to the latest stock Alltel rom and successfully activated from there. However, even while running the Bell and Sprint carrier customizations I still recieved Alltel's over-the-air activiation, so I don't know how well this will work for you). The way conflipper explained it to me is that the Alltel ROM cannot overwrite settings for other carriers, but by clearing and then reflashing to the Alltel official ROM you can replace them.
