Them Chinese are pretty slick and good at what they do. Chances are the phones aren't packaged yet. The packages are prepped, but the phone, outside label, and final seal haven't been put in place yet. This would let them assembly line update all the phones in a couple days at which time they can go into boxes, seal, label, and pack for freight. Figure a few days for processing plus about a week for carrier and these phones could be arriving in a little under 2 weeks.
However you are right: If they don't get the problem fixed right away the 14th date could easily slip to the end of the month.
