No, you are charging more then you are using. What is happening is your phone is overheating and stops charging when it over heats. The WIFI + internet + charging causes it to over heat

I'm sure you have noticed the orange blinking on the top of the phone..that is an indication of overheating..just aim a Fan at your phone or lace it next to air conditioner.
