The tricolor screen is the bootloader. Do a hard reset, then when the bootloader comes up, plug your Touch into your PC via USB. Then reflash the rom or flash a new one, though I would flash a new one myself and test that one.
Yes you will lose everything on your phone. I hope that you have a recent backup. If not, I'll bet that the next time you do.
