I don't think it's agps that you have working. In my edit, I did have gps working but it took longer than when data is on. I didn't get as many sat locks nor can I see as many sats. The signal is weaker as well.
agps may still need data...if it's not agps then, there has to be some explanation as to why it takes longer to lock, fewer sats and weaker as well.
