Since we make these from dumps the nbh is just compiled from the data we have and we need a custom bootloader to flash it. That is what the signature is about, maintaining control from the carrier. As for the roaming it could have to do with a PRI/PRL are those versions the same between the two phones? You might try grabbing the PRL with cdma workshop i believe there are writeups on that.
