VZW (and everyone else EXCEPT Sprint) never had the EVDO issue so no fix is required. This problem was only on Sprint. I don't know what might be causing EVDO ring through not to work on Verizon.
Ring through doesn't work for 1xRTT on any phone on any carrier. Its just how it works. The best you can do is when you get the voice mail notification, just call the person back.
