Actually, after a little looking and finding the right keyword searches with Google, I think I found a solution. The latest version of PhoneAlarm (ver. 2.06) says in the user manual that you can forward calls:

Select the telephone number where all calls will be redirected. You first need to configure the list of available Telephone numbers on the Extras / Forward Calls tab.

In v2.0 you can now just forward calls when the call is not answered (busy, no signal or not answered) using the additional “- No Answer” option for each call forwarding target.

Then, when setting up profiles, you can choose this one:

“Power State” will switching when power cable is attached without ActiveSync being started, or when the battery power drops below a certain threshold (low battery profile will be deactivated as soon as power cable is attached).

Since it allows for automatic profile changing, it should work like this:

Plug in the phone, the power state changes, automatically starts that profile, which automatically forwards all calls to the number of your choice.

The only catch is that is that this is not a free solution. PhoneAlarm Pro (you cannot forward calls with SP) costs 18.50 Euros. They do have a free trial though, so you could try it first and see if it works. I already downloaded the latest version and attached it below, if you want to try it.
