I've had that happen when I first flash a ROM too. So far when that happens (the jumping around from 0..9..0..12) I let it run for 5 minutes or so and if it doesn't lock the only thing I've done is check for the EnablePDEIPFromNV=1 entry in the registry. Since it's never been there, I add it. Shut down (not soft reset) and restart and head back outside for a minute or two and get a lock.

I say "Shut down" because I've been frustrated many times with registry changes that don't take when I do the soft-reset too quickly. So far the Shut down/Power up sequence has written registry changes 100%.

The only things I can think of for you offhand are....

Make sure you have that HKLM/Software/HTC/SUPL AGPS "EnablePDEIPFromNV " = 1

Make sure you don't have any "updating" apps installed. i.e. push email, weather, etc.

Run ONLY a "priming" app like VisualGPS

Disable the shut downs when on external power in the Settings/Backlight and Settings/Power sections.

Be patient. Plug your device into external power, run your priming app, and stick it in a window with a clear view of the sky for an hour or two... or better yet go for a long drive and lay it on the dash (I have another theory that it works better if you're moving).

Finally, if you live in Antarctica or something.... move!
