For software to do it, I would assume that it would require two lines on the phone. Follow my logic:

1. Caller calls in on Line 1.
2. Software on PPC sees that it is to forward all calls when charging, so it forwards the call.
3. If there is no Line 2 to forward the call from Line 1, than Line 1 would hang up on the caller to open the line to forward the caller (though they would now be gone).

My logic may not be right on, that I cannot tell you. But the process seems right... to be able to forward a call you have to have an open line to send it out.
