Are you talking about a theme? There are lots of Windoes Mobile theme sites out there. Just search on Google for "Pocket PPC themes" or "Windows Mobile themes".
If you don't need/want a theme, you can save any pic to your phone, and under "start" "settings" "today" there is an option to browse and set a pic as your back ground.
