If none of the programs is using the internet, it is technically idle...however, in order to keep the internet connection alive, there need to be packets sent and received continuously. Just like on any other network connection.
Bottom line is that having an active internet connection reduces battery life. Using the internet actively drains it even faster. The same goes for 3G vs 2G. Some people are falling back to 2G if they are not using the internet for the very same reason.
