I've been successfull in changing color schemes by exporting the following keys to an OEM:

[HKEY_CURRENT_USER\Software\Microsoft\Today]
[HKEY_LOCAL_MACHINE\System\GWE]
[HKEY_LOCAL_MACHINE\Software\Microsoft\Color]

You could always set the color you want then use ceregeditor to make a .cab of those three settings....

Well, not everything in those keys...here is my regedits I use:
