Edit: It's a nice tool and allows many color palette changes. It does something very similar to SK Tools. I was hoping to find a pre-made/pre-defined set of values that will give that black on white look. It would otherwise be tedious to try to change the colors one at a time while making sure everything is still visible and provide the proper contrast.

I've been successfull in changing color schemes by exporting the following keys to an OEM:
[HKEY_CURRENT_USER\Software\Microsoft\Today]
[HKEY_LOCAL_MACHINE\System\GWE]
[HKEY_LOCAL_MACHINE\Software\Microsoft\Color]
You could always set the color you want then use ceregeditor to make a .cab of those three settings....
