yes, your prl can effect the quality of your signal. I have been involved in situations where simply reloading the same prl fixes odd dead spots.

the prl is a indexed list of towers.. if there is data corruption somewhere when it's loaded, then the whole index is out of wack. it will still work because it's designed that way, but a clean file works better.
