Why are you testing through the Chicago server if you're in Kansas, if you don't mind my asking? I figured the nearest server would yield the best results.
As for things that could affect speed, doesn't the amount of local traffic have a big impact? My best test (see sig) was done later in the evening (~11:15pm) when not many people would be bogging down the network.
