ok found it. for noobs like me: in winrar, right-click the .exe file then click Extract Here.
i loaded the bell VOGUIMG.NBH file in the stock 512 FAT32 microSD. then went to bootloader mode. my SPL still says 3.21. I'm on vista, so i'm going to try MTTY on XP. be back in a bit.
