Does anyone think it may be possible to create an application to be able to configure the wallpapers, icons, bottom bar, placement of icons..etc? For all of the developers spending soooo much time on the skins out there, I think the time could better spent creating an application which allows everyone to be able to configure the themes the way they want.

Thoughts?
