It sounds like a file was left behind.....somehow???.... I would check the windows files and the registry first......if that doesn't work try another hard reset....also are you using a cab or exe.....you may want to try one or the other.....not sure if it will work but it is a starting point.....I know hard reset should have cleared all the files but you never know
