the phone is typically in a "sleep mode" and listens to a "paging channel"
this "paging channel" is simply used to notify the phone of incomming data/calls.

once the phone gets it's "page" it then enters a "traffic channel state" to communicate with the tower.
yes there is a slight time lag on the txt timestamp, b/c it is stamped with the time the tower "paged" the phone.
