It goes back a long ways. When you decompile a ROM such as the official Sprint ROM of the Diamond ROM, all of the special apps from that ROM such as the action screen from the Touch Dual or the MP3 trimmer from the Diamond all go into an OEM folder. Those OEMs can be cooked into custom ROMs.

So when we say that we're making "OEM's", we really mean that we're creating a file structure that when cooked, works as if it were installed. Just like the OEM apps that come in an Official ROM.
