Here is an OEM for the one that comes on the newest rom. You can extract the exe out of it.

Personally I flash roughly 15-20 times on average per week, and I have never used ppst and get gps locks quickly and no problem. The only time I may have was when upgrading the radio, I flashed the whole sprint package and let customizations run completely, then flash whatever. I have never went into \windows and ran ppst.exe, I just don't beleive the hype.
