ok it is the arcsoft app i found this info over at xda and all the credit goes to its author "pumpiron579"
you will need a registry editor i recormmend using phm regedit cause its free and does just a good of a job as any paid version...you can find it in our commonly request apps/software section
ok once you get your registry editor you will need to follow the steps provided to the letter
MMS Limits
HLKM/Software/ArcSoft/Arcsoft MMS UA/Config/MM1/mmscsetting/Sample MMS
Change all the values to 1024000 that way you can send 1mb files over MMS. or to a value of your choosing.
also
HKEY_LOCAL_MACHINE\SOFTWARE\Arcsoft\ArcSoft MMS UA\Config\UI\size limit
Then set the SendDefault Wap1 and Wap2 send Limits too 1024000 or to a value of your choosing.
Turn your phone off and back on and you should see 1000K as your send limit in your mms settings.
