I don't use MSN but I was able to open Window's Live Messenger. I didn't sign in cause I don't have a user name and password but it seems to work.
To set your weather app to local go to SETTINGS (wheel icon), TouchFLO3D, WEATHER TAB (scroll thru on the bottom), then open your keyboard and highlight Jupiter, FL by sliding your finger over it and type in your city, state (ie Middletown, CT) then click SAVE. Soft Reset you phone and it should update your weather app upon startup. It worked for me. Good luck!!
