Ok, I found that the old rule appears to no longer apply.
I made a note on my post above to reflect this so no one goes on a wild goose chase.
However, it has been suggested lately to hard reset first, then put it into bootloader mode and start from there.
Seems like one of those problems that would best be figured out in person... Like one of those times where you see someone trying to do something before the computer fully boots up and complaining that it's not responding or stating it sometimes doesn't respond....then figuring out the "timing" issue.
Depending on setup -Weatherpanel can create a situation such as that, in which it will try to run before fully booted and then locks up. But that's not the case here.
I don't know, I'm out of clues...
