I believe you just need to run the .exe on your PC (with or without your phone connected) and the .cab should be waiting in the directory ActiveSync is installed on your PC (Typically c:\Program Files\Microsoft ActiveSync) . I have successfully extracted many cabs that way and can now reload my entire software collection without a PC as all the cabs are on my storage card. I'd upload the cab, but not by a PC to see if this works for this program or not.
