Start
Settings
Sounds & Notifications
Click Notifications TAB
Hit EVENT dropdown arrow
look for two entries
Messaging: New Message (Palm)
Messaging: New Text Message
set sounds to those and check the box that says "Play Sound"

if those are set, you can try setting it to something else... saving out of there and going back in and setting it again...
worked for my co-worker who had the same issue (actually this was his suggestion) -thanks Brandon
if it continues to be a problem please let me know, and ill rebuild the ROM for you guys,
on a sidenote I use phonealarm so i personally dont have sounds set there for messaging, i turned phonealarm off and set sounds up, and they were working for me.
