In my signature, click the link for Tutorials, the click the link for "Sound Theme Tutorial". I've already created an OEM for your new rom. In the *.RGU file are most all of the sounds you can set already to go. You just need to add your sounds. A couple of things, There are a couple undefined sounds, I'm sure these are for instant messaging sounds. And for some reason the "Low battery" one won't take, I don't care about that one.

So you have your ROM, now you have Sound too! Or why do a whole rom? Why don't you throw together several different sound themes so folks can add your sounds to their rom! You could customize that OEM with your sounds so people could drop it into their kitchen? People do Themes for roms, You could be the sound guy!
