After some more looking around I found an MSDN blog that shows the proper settings for all those that are interested....
HKEY_CURRENT_USER\ControlPanel\SoundCategories\Att enuation
set the first entry here "0" to a value 0-5 where 0 is muted and 5 is full volume (and values in the middle are quieted).
