There is no need to flash to the ROM or Radio to install programs that change the themese or even to install program that let you use your finger to scroll. Just simply install them. The reason(s) you would want to flash a Radio/ROM is to (among others) enable GPS, Speed up your device, upgrade to Windows Mobile 6.1) If you don't want any of these, then just simply search for iphone software for wm devices and install.
