I was having the same problem and have gotten a solution (thanks to kashabrown)...
"why waste time incrementally upgrading your radio. You now have to run the SPL unlocking tool - there is a new one on the board by No2Chem - it is the one you want - not the 2.40 (old one) but the one listed - it makes your device run a bit faster. YOu can find the unlocker here:

Run that tool, then find the latest radio - over @ XDA developers there is the latest radio you can find HERE:

To run the latest radio - you need to have a regular (NOT SDHC) SD card 2GB or less formatted to FAT32 and with small clusters - less than 2096MB or K - not sure - put the radio rom on the ROOT directory of the SD card - put the phone in bootloader mode (press power/camera and stick the stylus on the bottom (reset) at the same time) - then follow the instructions on your phone - you will get a grey screen asking you to press the power button to load the flash if you have done it right. Once you have that accomplished, flash the rom of your choice and you are good to go. After the radio flashes, put the phone back into bootloader mode before you flash..
