dcinobar.exe will do the bottom bar only, but will allow the bottom bar to reappear when programs are running (anytime you're not on the Today screen).
There is also a program called SkinMobile that will let you skin the top bar. That way you don't lose its functionality.

Do you happen to have a link to find skinmobile? I did a search, but the version I found was in German.
