I can confirm this. I live in Puerto Rico and we have a choice of using Caracas, Lapaz time zone or Atlantic Time Zone with Daylights savings turned off. I have always used Caracas, La Paz as to not need to change the daylight savings setting.

After the Sprint update It automatically changes to Atlantic time zone. It appears that the Daylight savings information is also pushed from the network, since the mogule displays the right time.

My brother flew into Houston, TX yesterday and he did not have to change time zones. He is using a Touch, with the new Touch official version as well.

I am guessing that both phones share this code in their updates.
