Outlook/activesync is really being fazed out fast, I don't even use it unless I have an app I absolutely cannot find a CAB for (rare). I do believe there is a way of getting the changes made on the PPC to over-write Outlook (please chime in if there is an easier way), I think if you delete the relationship on both the PC and PPC, and start from scratch, that when you first sync, and chose info to sync, you can set it to over-write PPC files to Outlook or vise-versa). As I mentioned though...I don't use it any longer, so I am not sure.

As far as DashWire vs mail2web, I prefer DashWire. As shaggylive pointed out, unless you use push email, it isn't too beneficial (I don't use that) the drawback of DashWire is that you don't have a physical file on your PC. You can access it at any time on the web, but I use a backup app to create a physical backup for the PC.
